And yes they have two super units while Shippo has three. Because three is Max but Chou is way, way, waaaaay bigger than Shippo is in tens of people and cities ( under sea cities bitch!) So yeah.
Shippo Story: Lead by their leader who is said to be child heir of the Sun Goddess. Friends with Dunkanland in hopes of getting Pacific and using their allies sweet tech to make things easier on them.

Plot: These guys went through a civil war and in the end the most rich won out, bought everyone out and now earning the dollar while keeping everyone alive. These guys are the most evil of the Pact Coaltion. Atleast in my opinion.
Furthermore despite the Pact Coaltion being the Axis. Aside these guys they are not really evil.
Dunkanland: Want to make the world a paradise like their own country. Despite it meaning livrities will go away.
Shippo: Joined them with promise of a better tomorrow
Chou: Their logic and reasoning which dictates government. They ran formulas to decide who would be best to rule. It points to Dunkanland
